On 25th May 2003, I visited Jough Dempsey's website
www.plagiarist.com
and ordered an E-book of PoetryNotes for Christopher Smart's poem
'A Song to David' from the webpage: www.plagiarist.com/notes/catalog.php.
The PoetryNotes should have been delivered within twenty-four
hours via e-mail. After two days the PoetryNotes still had not
arrived, so I contacted Mr Dempsey.
He gave me a feeble excuse about having not received a payment
notice from PayPal. I emailed Mr Dempsey a copy of my receipt
of payment that I had received from PayPal for my order.
I received no reply from Mr Dempsey. I waited a month and again
emailed Mr Dempsey. He replied with some nonsense about PayPal's
services going downhill, but did confirm that he had received
my payment. I emailed Mr Dempsey saying that if he had received
my payment, why had he not sent my PoetryNotes? He did not reply.
I have frequently emailed Mr Dempsey this last month asking him
to return the £18.60 I paid him for the E-book, as it is
obvious that he is unable to send me the PoetryNotes. I am quite
convinced that PoetryNotes for Christopher Smart's 'A Song to
David' do not exist. I have received no response from Mr Dempsey.
I contacted PayPal to complain about Mr Dempsey's conduct, but
was told they were unable to do anything as it had been over twenty-eight
days since I placed my order. How do I get my money back?

It might be worth noting that Paypal's
refund policy has several restrictions on it. See

for an interesting article on the subject. Ian Chard ...

I ordered PoetryNotes for William Collins's
'Ode on the Poetical Character' and Christopher Smart's 'A Song
to David' from Plagiarist.com. I never received
them. For months Jough Dempsey fobbed me off with feeble excuses
as to why I had not received them, and when I eventually asked him
to refund my money as it was obvious the PoetryNotes I had ordered
did not exist, he ignored me. I wrote to my credit card company
and they refunded my money. I would not recommend ordering anything
from Plagiarist.com or Jough Dempsey. Amanda Wright ...

In order to get your money back through PayPal,
you need to register the traders failure to deliver within a month.
I think PayPal should extend this period myself. My experience
entailed a number of 'lost' e-mails between the supplier and myself
resulting in me going over the twenty-eight day period. Nevertheless
I did lodge a complaint with PayPal who contacted the supplier who
then came up with the goods. Be aware that some traders, whilst
being registered with PayPal, have voiced dissatisfaction with the
service they are getting. David Malcolm ... 23 August 2003
